A by-election was held for the Blacko and Higherford ward of Pendle Borough Council on 3 April 2014 following the disqualification of Conservative Cllr Shelagh Derwent, for failing to attend any council meetings for six months.

Noel McEvoy held the seat for the Conservatives.
