A by-election was held for the Baddeley, Milton and Norton ward of Stoke-on-Trent City Council on 14 November 2013 following the resignation of Independent Cllr Andrew Lilley, who was originally elected for Labour.

Anthony Munday gained the seat for the City Independents.
